Most animals don’t eat rhubarb, but the animals which are hungry can eat almost anything. Rhubarb is a vegetable. Mostly groundhogs avoid rhubarb. Rabbits and ducks ate rhubarb, the ground pig dug up and ate everything else, but they didn’t touch the rhubarb.

You can irritate them by placing colorful beach balls in your garden; woodchucks generally dislike the balls’ windblown movement. 

Or you should keep a dog that can chase Groundhogs. Use a fence or chicken wire as prevention, or throw the fur of animals such as cats and dogs near their holes. 

Use Agricultural Lime to burn their feet, or use a trap to catch it. Catch it and then release it five miles away from your home.

A fence is the best solution. However, the fence should be buried a few inches in the ground. If possible, an even greater obstacle is bending a portion of the edge of the fence at right angles to exit the fence.
